Like most jurisdictions under the municipal ordinance, you must define the exact property lines. Even a small mistake at this stage could spell major legal liability down the line. To be sure, give yourself at least a few inches of margin when you need to be sure. As explained, any fence other than a 3-foot-high garden fence does need a permit in the city of Shakopee, MN.
